l Paul Bevan (Syd) reported on match day by umpire Mathew James for charging Chris Johnson (Mel) during the second quarter. The MRP viewed the incident and noted Bevan's action was considered to be a push in the back and not a charging action and therefore not a reportable offence.

WEST COAST v KANGAROOS
Daniel Chick (WCE) was cited with a Level One striking offence against Jess Sinclair (Kan) during the third quarter. Chick with an early plea can accept a one-game suspension based on prior residual demerit points with the last 12 months. The player accepted guilt and the one-match penalty.

ADELAIDE v FREMANTLE
Peter Bell (Fre) was cited with a Level Two striking offence against Nathan Bassett (Ade) during the first quarter. Bell with an early plea can accept a reprimand. The player accepted guilt and the reprimand of the MRP.

ROUND 20
PORT ADELAIDE v COLLINGWOOD
l Paul Licuria
(Col) was reported on match day by umpire Mathew James for tripping Jacob Surjan (PA) during the first quarter. The MRP found Licuria was wrong-footed by the sideways movement of Surjan. Licuria's leg extended, but it was only to balance himself and was not judged to be a tripping action. It was therefore not considered to be a reportable offence.
l Alan Didak was cited with a first offence of making an obscene gesture to the crowd during the fourth quarter. The player can accept a $900 fine with an early plea. Didak admitted guilt and the fine of $900 imposed by the MRP.
l Scott Burns (Col) was cited with a Level One offence of engaging in rough conduct against Domenic Cassisi (PA) during the second quarter. Burns, who has no applicable good or bad record, was offered a reprimand with an early plea. Burns admitted guilt and the MRP penalty of a reprimand drawing 56.25 demerit points to his record.

GEELONG v SYDNEY
Cameron Mooney (Gee) was cited with a Level Three striking offence against Amon Buchanan (Syd) during the first quarter. An existing poor record and residual points failed to reduce a two-match suspension even with an early plea. Mooney admitted guilt and accepted the MRP suspension of two matches. 256.88 demerit points were added to Mooney's record. It was his fourth suspension of the season.

ESSENDON v HAWTHORN
Jason Johnson (Ess) was cited with a Level Three striking offence against Sam Mitchell (Haw) during the first quarter. The MRP noted Johnson's five-year good record and offered a one-match suspension on an early plea. Essendon sought the adjudication of the Tribunal. The Tribunal found Johnson guilty of intentionally striking Mitchell with an elbow to the groin area and upheld the MRP suspension of one match.

CARLTON v RICHMOND
Simon Wiggins (Car) was charged on match day by umpire Martin Ellis for charging Brett Deledio (Rch) during the fourth quarter. The MRP offered a reprimand with an early plea. Wiggins admitted guilt and accepted the one-match suspension and 87.89 points towards his record.

ROUND 21
RICHMOND v ESSENDON
l Ray Hall
(Rch) reported on match day by umpire Matthew Head for unduly rough play against Damien Peverill (Ess) during in the second quarter. The MRP cited Hall with a Level Three engaging in rough conduct offence. With a prior two-match sentence within the last three years Hall was offered a one-game suspension with an early plea. Hall admitted guilt and accepted the one-match suspension and 93.75 towards his future record.
l Mark Johnson (Ess) was cited with a Level One striking offence against Kayne Pettifer (Rch) during the third quarter. With an existing five-year good record, Johnson was offered a reprimand with an early plea. Essendon sought the adjudication of the Tribunal. The AFL Tribunal on Tuesday confirmed the suspension without alteration.

COLLINGWOOD v CARLTON
l Alan Didak (Col) reported by umpire Darren Goldspink for engaging in rough conduct on Heath Scotland (Car) during the second quarter. The MRP reviewed the incident. Despite the high contact, Didak's action was viewed as a legitimate attempt to bump. Therefore, the contact to the head was considered accidental and the action was not considered to be a reportable offence.
l Dane Swan (Col) was cited with a Second Offence of engaging in a melee during the second quarter. An early plea will draw the reduced penalty of a $2400 fine. Swan admitted guilt and accepted the MRP fine of $2400.
l Ben Johnson (Col) was cited with a Second Offence of engaging in a melee during the second quarter. An early plea will draw the reduced penalty of a $2400 fine. Johnson admitted guilt and accepted the MRP fine of $2400.
l Brendan Fevola (Car) was cited with a Second Offence of engaging in a melee during the second quarter. An early plea will draw the reduced penalty of a $2400 fine. Fevola admitted guilt and accepted the MRP fine of $2400.
l Brendan Fevola (Col) was reported on match day by umpire Darren Goldspink for striking Dane Swan (Col) during the fourth quarter. The MRP reviewed the incident and noted that Fevola made an open-hand grab around the neck of Swan. His action however was not deemed to be reportable.
l Jordon Bannister (Car) was reported on match day by umpire Darren Goldspink for striking Brodie Holland (Col) during the second quarter. The MRP cited Bannister with a Level Four striking offence. With an existing five-year good record, Bannister was offered a one-match suspension with an early plea. Bannister admitted guilt and accepted the one-match suspension.

ROUND 22
ADELAIDE v MELBOURNE
Brock McLean
charged with a Level Two rough conduct offence against Scott Stevens (Ade) during the fourth quarter. The MRP with an early plea offered McLean a reprimand and 93.75 towards his future record. The player admitted guilt and accepted the penalty.

HAWTHORN v GEELONG
Shane Crawford (Haw) charged with a first offence for abusive language toward boundary umpire Chris Steinman during the first quarter. The MRP with an early plea offered Crawford a $900 fine. The player admitted guilt and accepted the penalty.

ELIMINATION & QUALIFYING
ST KILDA v MELBOURNE
l
Andrew Thompson (StK) reported by umpire Darren Goldspink for rough conduct against Cameron Bruce (Mel) during the second quarter. The MRP cited Thompson with a Level Two engaging in rough conduct offence. Due to an existing five-year good record, the player can accept a reprimand with an early plea. Thompson admitted guilt and reprimand penalty from the MRP.
l Jared Rivers (Mel) cited by the MRP for a first offence of wrestling Nick Dal Santo (StK) during the second quarter. An early plea by the player would draw a $900 fine. Rivers admitted guilt and the MRP penalty of a $900 fine.

WEST COAST v SYDNEY
Daniel Chick
(WCE) reported by umpire Stephen McBurney for rough conduct against Nick Malceski (Syd) during the third quarter. The MRP assessed the incident and found Chick had bumped Malceski after the Sydney player handballed. Contact appeared to have been made to Malceski's chest and shoulder area. Although the contact was slightly late, the action was not considered a reportable offence.

COLLINGWOOD v WEST.B'DOGS
Brodie Holland
(Col) reported by umpires Brett Allen and Hayden Kennedy for charging Brett Montgomery (WB) during the first quarter. The MRP cited Holland with a Level Five engaging in rough conduct offence drawing a four-match suspension. A poor record including another offence earlier this season increases his original sanction by two matches and he can only accept a five-match suspension with an early plea. Collingwood sought adjudication of the Tribunal. The AFL Tribunal upheld the charge and suspended Holland for six matches. Collingwood appealed the verdict. The Appeals Board rejected the appeal.

SEMI-FINALS
FREMANTLE v MELBOURNE
Josh Carr
(Fre) and James McDonald (Mel) during Q2. The MRP examined video footage and interviewed players and officials from both clubs. The absence of any injury sustained and the inconclusive nature of the available video footage, no further action will be taken in this matter.
WEST COAST v WEST.B'DOGS
Brian Harris
(WB) was charged with a Level Two striking offence against Adam Hunter (WCE) during the third quarter. His poor record and carry over points from the past 12 months means Harris can accept a two-match suspension with an early plea. Harris admitted guilt and accepted the two-match suspension.

PRELIMINARY FINALS
SYDNEY v FREMANTLE
l
Jeff Farmer (Fre) was cited by the MRP with a Level One striking offence against Craig Bolton (Syd) during the second quarter. While Farmer has residual points on his record, he is able to accept a reprimand with an early plea. Farmer admitted guilt and accepted the reprimand issued by the MRP and 95.85 added to his record.
l Justin Longmuir (Fre) was cited by the MRP with a Level One striking offence against Barry Hall (Syd) during the third quarter. Longmuir has a five-year good record and an early plea reduces the penalty to a reprimand. Longmuir admitted guilt and accepted the reprimand issued by the MRP and 42.18 added to his record.

On February 6, the AFL announced minor changes to its tribunal procedures for 2006 after a special review.

The changes include:

l
A change in the weighting for prior offences based on concerns that these may be excessive when combined with carry over points. In 2006 players will receive a 10 per cent loading for an offence for each match suspension beyond one match in the previous three AFL seasons. The maximum weighting a player can receive will be capped at 50 per cent.

Last year players received a 10 per cent loading for each one-match suspension, 20 per cent for each two-match suspension and 30 per cent for each suspension of three or more matches.

l Players will no longer be automatically disqualified for a 25 per cent discount for a good record if their only reportable offence in the past five years resulted in a financial penalty. This affects offences such as wrestling, participating in a melee or shaking a goalpost.

l The tribunal jury will be bound by the table of offences when classifying an offence, unless exceptional or compelling circumstances apply. Previously, when the tribunal classified an offence differently from the Match Review Panel, the suspension was left at the discretion of the tribunal.

l The deadline for the acceptance of an early plea has been extended from 10am to 11am on the day after the notification of a charge. This will give clubs extra time to assess an offer from the Match Review Panel, particularly the Western Australian clubs operating under a different time zone.

l Additional categories of misconduct have been added to the table of offences. These are spitting, contact with head – including face – and unreasonable and unnecessary contact with an injured player. This will enable the MRP to classify these offences, providing players with an option to enter an early plea rather than automatically having to face the tribunal.

l The activation points applicable to the location of an offence (either in-play or behind-play) have been changed so no points are added when an offence occurs in-play. Last year two activation points applied to behind-play incidents and one point applied to in-play incidents. Based on feedback, the AFL agreed an extra loading should not be applied to in-play incidents.

l The stated definitions of behind play and the classifications of intentional, reckless or negligent have also been expanded and clarified at the request of AFL clubs.

uuuu

u The level of a charge is determined by a combination of four factors: conduct
(intentional, reckless or negligent); impact damage to victim (severe, high, medium, low); location (in play, behind play); contact (high, or to the body).

DEFINITIONS

Behind play means not within close proximity to the ball and (a) occurring at any location which could not reasonably be regarded as an option for delivery of the ball, by a person in control of the ball or who is likely to gain control of the ball; and (b) occurring during times when play has stopped, including the breaks between quarters or after the final siren.

The definition of behind play also confirms that incidents will not be regarded as behind play if they occur as part of what could be reasonably regarded as an option for the next passage of play.

Intentional means a deliberate desire to commit a reportable offence. It requires evidence, drawn from observations of a player's behaviour that the player set out to commit a reportable offence.

Reckless differs from intentional in that a player does not need to show a deliberate desire to commit a reportable offence.

Negligent means the failure to take due care to avoid any consequences that could reasonably be foreseen to result in a reportable offence. Negligent is different from intentional and reckless in that it does not require a deliberate desire to commit a reportable offence or a reckless disregard for whether or not the action resulted in a reportable offence.

l The definition of an AFL year has also been amended. The league will look at the relevant round (rather than relevant date) as a fairer way of assessing a player's prior record and determining when carry-over points expire.

l The extent to which clubs and players are permitted to use examples from the 2006 Tribunal DVD and any other cases in the relevant year will be the subject of guidelines to be issued by Tribunal Chairman, David Jones QC.
