The tribunal panel found it was a negligent act, notwithstanding a poor bounce. The collision occurred after the first – and only - bounce of the match at the MCG. Umpire Nicholls told the tribunal that from that moment, the match officiators decided to throw the ball up after rain had made the ground slippery.

WEST.B'DOGS v ST KILDA

Darcy was cleared of the serious charge after tribunal chairman Brian Collis, QC, found that the Bulldogs ruckman had been pushed into the umpire’s exit line by his opponent - St Kilda’s JUSTIN KOSCHITZKE - and was therefore unable to avoid contact with field umpire JUSTIN SCHMITT.
<> Following an investigation of a melee which occurred at quarter time, AFL Investigations Officer RICK LEWIS under AFL rules charged nine players from the Western Bulldogs, nine from St Kilda, as well as the Bulldog runner for engaging in a melee. At the hearing on Tuesday evening, St Kilda's ROBERT HARVEY was one player to plead not guilty. The Tribunal fined players a total of $67,500 – fines imposed –

Special note: PETER BURGOYNE was suspended for three matches when he was found guilty of a rough play charge, having 'manhandled' West Coast's DANIEL KERR and delivered a spear tackle. The Tribunal found Burgoyne's actions were reckless and unreasonable.
In the most similar case, Fitzroy's JOHN IRONMONGER was suspended for two matches in 1989 for an incident involving Collingwood's GRAHAM WRIGHT.

FREMANTLE v ADELAIDE

WEST B'DOGS v GEELONG

Fine Imposed:
On Tuesday April 8 it was announced BEN GRAHAM (Gee) had been fined $2000 for a boundary-line confrontation with LUKE DARCY (WB). Graham while being treated for an injury confronted Darcy in the players' interchange area. Darcy had left the field under the blood rule with a cut head after he had shirt-fronted JOEL COREY (Gee).

In receiving the fine, imposed by AFL football operations manager ANDREW DEMETRIOU, Graham was told his confrontation was "avoidable and no in the best interests of the game." No penalty was imposed on Darcy.

2003: lowest number of charges since 1995

DAMIEN BARRETT in Melbourne's Herald Sun on March 19, 2004 summarised details contained in the AFL's Annual Report released the day before.

The AFL Tribunal's workload dropped markedly last season, with the number of charges laid the lowest since 1995.

Just 110 case, involving 93 players, were heard by the tribunal from incidents arising from pre-season and premiership matches.

Reports in 2003 were well down on the 2001 figure of 204, when players were regularly cited for melee involvement and wrestling.

AFL chief executive Andrew Demetriou said the low number was a credit to the players.

"Our analysis of the breakdown is a reduction in wrestling and melees so I think that rule has become very effective," Demetriou said.

"The tribunal's stance on head-high tackles and a lot of conjecture on charging has sorted itself out.

"And I think the clubs and the players have heeded the discipline required."

At least 200 bookings were made by umpires and off video in 2000 and 2001, when the AFL cracked down on unnecessary contact between players.
